Overview
Lex Luthor was the President of the United States.
History
During an economic crisis, Luthor took the advantage of the situation in his campaign for president and succeeded. He then used his position as president to outlaw all heroes and villains unless they work for him.
The only ones who were standing in his way are Superman and Batman.

- This version of the character is exclusive to the continuity of the film Superman/Batman: Public Enemies and is an adaptation of Lex Luthor. The original character was created by Jerry Siegel and Joe Shuster and first appeared in Action Comics #23.
- Luthor was voiced by Clancy Brown.
