Dondi Reese
Dondi Reese was the Secretary of State of the United States of America under George W. Bush.
She was very active on the Wakandan affairs, working along with military, agencies and experts such as General Wallace, the N.S.A. and Everett Ross.[1]
She was seen in the war room during the invasion of Wakanda by Klaw and his Nigandan allies, meeting with other experts and officials. During that reunion, it was decided to sent in the Very Special Forces zombies.[2]

Meeting with T'Challa
During his trip to the United States, T'Challa met with Dondi Reese, bringing the head of one of the zombies, in order to clarify the fact that Wakanda didn't asked help from the USA.[3]
Notes
Dondi Reese is seemingly the Earth-616 counterpart of Condoleezza Rice, according to her ethnic appartenance, her function, and even the resemblance between their last names, and Rice's nickname "Condy".
