Horace Pagini was a washed up, and drunk, opera singer who wanted to make a comeback, but several people mocked him after his performance. For revenge, he went on a murderous rampage dressed in a Bullfrog's costume and died shortly after battling the Hangman.

Notes
The same exact concept of a washed up opera singer turned villain, was used twice by the comic team William Woolfolk and Irv Novick.
In Pep Comics #32 (1942), the comic team had the Hangman battling an opera singer named the Bullfrog. The second story was in Black Hood Comics #14. In the 1945 story, the Black Hood is confronting an opera singer named the Crow.
