Hadrian Volt was a veteran of both the Robot War with Call-Me-Kenneth and The Apocalypse War, and a former member of the Special Judicial Service, who succeeded Chief Judge McGruder as Chief Judge of Mega-City One following her resignation in 2116. Judge Dredd was one of the senior Judges who voted for him, despite being an opposition candidate himself.

Volt proved to be an exemplary Chief Judge and instituted many reforms to the by then oppressive and corrupt system, but after (to his way of thinking) failing to protect the city during the Second Robot War of 2121, he was overcome by guilt at his imagined failure and shot himself. His suicide was covered up in order to protect public confidence in Justice Department (officially, Volt died heroically in combat) and Judge Hershey succeeded him as Chief Judge.
