Paris Island is the poorer part of Dakota City, crime-infested and overrun by gangs. The Big Bang, responsible for giving many Dakota residents superpowers, occurred during a massive riot on Paris Island. Most of the territory is controlled by the Blood Syndicate. During Worlds Collide, the bridge to Paris Island, destroyed during the Big Bang, was the nexus point between Dakota and Metropolis.

- Virgil Hawkins (secretly the superhero Static) was born on Paris Island, but he and his family later moved to the working class neighborhood of Sadler.
