Detective Sergeant Wise, given the inevitable nickname "Sergeant Streetwise", was an undercover police officer who worked the mean streets of London in the 1980s. He was supposedly very tough, and certainly very pretty if you like that sort of thing, but appeared to have no family, friends or, indeed, discernible personality. A master of disguise, as part of his cover, Wise lived in a boarding house and pretended to be an odd-job man. He reported to Inspector Taggart (who would phone up pretending to be his Uncle George) and had an occasional sidekick in the incompetent Constable Botham (who would frequently mistake criminals for Wise in disguise).

Like many of the early strips in the revived Eagle comic, Sgt. Streetwise began as a photo strip, with the sergeant played by an unknown model. It later became a traditional illustrated strip.
